One year ago, we launched the updated Universal Framework with a clear purpose: to ensure essential skill development is accessible and empowering for everyone, at every stage of life.
Twelve months on, it’s an opportunity to reflect not only on the Framework itself, but on how it has been put into practice.
A Framework built for accessibility and inclusion
The updated Framework focuses heavily on accessibility and inclusion. With clearer language, a simplified layout, and better visual cues, individuals can quickly understand where they are and how to progress. The enhanced structure features precise, real-world steps designed to work seamlessly for everyone, whether an adult navigating a career shift or a student in a classroom.
We know that for skills to be truly valuable, progress must be visible and measurable. The updated steps allow essential skills to be developed and measured in a structured way. This means our partners can move away from guesswork, confidently evidence their impact, and celebrate genuine progress. The scale of this collective impact is growing every day; over the past six years, the efforts of more than 950 partner organisations in 20 countries have enabled 10 million individuals to boost their essential skills.
How partners are putting the Framework into practice
Over the past year, we’ve been delighted to see the Framework adopted in a wide range of settings, proving that when people use the same language for essential skills, meaningful outcomes follow.
Schools and colleges have embedded the Framework directly into daily teaching and curriculum design. This helps learners understand exactly what skills they are using, how they are improving, and how those capabilities apply beyond the classroom. It raises aspirations by showing young people a clear path forward, helping them build the confidence to shape their own futures. You can see how this works in practice by exploring our education case studies, such as Thorn Grove Primary School or Educate U Futures.
Employers have used it to support recruitment, workforce development, and career progression, as well as in outreach programmes. In a rapidly changing job market, businesses are realising that technical expertise is only part of the equation. By using a structured framework, employers can support fairer recruitment practices and clearer career paths. Learn more about how organisations are implementing this approach in our employer case studies, featuring Bellway and Rail Safety and Standards Board.
Impact organisations have incorporated the Framework into programmes that help people build confidence, prepare for employment, and develop the capabilities needed to achieve their goals. Whether helping adults return to the workforce or improving lifelong well-being, these organisations use the 16 steps to provide a clear, manageable roadmap. The ability to measure and celebrate incremental progress gives participants a tangible sense of achievement and a renewed sense of agency. Discover how communities are being supported in our impact case studies, including Daylight Studio and 3Pillars Project.
Driving systemic change through collective action
While each adoption journey has been different, there is a common thread running through these experiences. The Framework is at its most powerful when it is adapted and used to support meaningful outcomes for the people it serves. True systemic change cannot happen in isolation. It requires a collective effort and a joined-up community that connects through this consistent, shared language. By partnering across sectors, we are able to prove the collective impact of essential skills on a national scale, tailoring our expertise to drive high-quality development in any setting.
The diversity of application is something we’re proud to celebrate.
Looking ahead: Partner adoption stories
Over the coming months, we’ll be sharing a series of stories from partners that have adopted the Universal Framework. We hope these stories demonstrate that there are many ways to embed the Framework. Whether it’s being used widely across an entire institution or introduced within a specific programme, each experience offers practical insights that others can learn from as we work together to make essential skills accessible for everyone, everywhere.
